Skip bin regulations in Melbourne come from two places. Your local council decides whether a bin can sit on council land, such as the road or nature strip, and that needs a permit. Victoria’s waste rules decide what can go in the bin. A skip bin on your own driveway needs no permit at all. On the road, the permit is usually lodged by the skip bin company, not by you. Here’s how the rules work across the councils in Melbourne’s west and north, and what they mean for your booking.
01Skip bin regulations start with where the bin sits
The single biggest question is where the bin will go. The line is your property boundary.
| Placement | Council land? | Permit needed? |
|---|---|---|
| Driveway | No | No |
| Front yard, side access or backyard | No | No |
| Nature strip | Yes | Yes, where the council allows it |
| Road or council laneway | Yes | Yes |
That’s why we ask about the driveway first. On most homes the bin fits on private land, and the permit question never comes up. If it doesn’t, the council’s rules apply.
02Who applies for a skip bin permit in Melbourne
Across our service area, councils expect the company that owns the bin to apply. A few examples, in the councils’ own words:
- Wyndham says the permit is applied for by “the person or business that owns the bin”.
- Melton says “the bulk waste bin company is responsible for obtaining the permit”.
- Maribyrnong says a skip bin permit “must be obtained by a skip bin company”, and bin companies must register with the council first.
- Merri-bek says the skip bin hire company contacts the council on your behalf.
So you don’t need to fill in council forms. When you book with us and the bin has to go on council land, we lodge the permit as part of the booking. We’re accredited with every council in our service area. The permit cost varies by council, placement and permit length, and it’s added to your final invoice.

03Skip bin rules council by council
Each council writes its own rules. Here’s a summary for the councils we cover, with a link to each council’s own page so you can check the detail.
| Council | Suburbs we cover | What to know |
|---|---|---|
| Wyndham | Tarneit, Point Cook, Hoppers Crossing, Werribee, Truganina | A “trade waste, hopper or skip bin permit” for the nature strip or road. See our Wyndham permit guide. |
| Melton | Melton, Caroline Springs, Hillside, Truganina | A permit is required for a bin on a road or council land, including the nature strip, before it’s placed. |
| Brimbank | Sunshine, St Albans, Taylors Lakes, Deer Park and more | Its local law makes it an offence to place a waste container on council property without a permit, including laneways. |
| Hume | Craigieburn, Roxburgh Park, Sunbury, Broadmeadows and more | Roadside bins are for when there isn’t room on the property. The hire company lodges a skip bin application. |
| Maribyrnong | Footscray, Yarraville, Braybrook | The skip bin company must be registered with the council and get the permit before placement. |
| Moonee Valley | Essendon, Moonee Ponds, Niddrie | Roadside bins follow the council’s Code of Practice for the Placement of Waste Bins on Roadsides, listed on its local laws page. |
| Merri-bek | Coburg, Brunswick | Road only, with a permit and in approved locations. The council says a skip bin can’t be placed on a nature strip. |
| Darebin | Preston, Reservoir | The bin supplier needs a contract with the council to place bins on council land. |
Merri-bek is the exception to the nature strip rule. In Coburg and Brunswick, a skip bin that can’t go on your property goes on the road, with a permit.
04What councils ask of a bin on the road
A permit comes with conditions, and most of them are about keeping the bin safe and visible for drivers. They’re the bin company’s job to meet, but it helps to know what to expect outside your home. Depending on the council, they include:
- Lights and reflectors. Hume asks for reflective tape and a flashing yellow light on the roadside corner. Merri-bek and Darebin ask for lights or reflectors that keep the bin visible in all conditions.
- The company’s name and phone number on the bin, which Hume and Darebin both require.
- Room for traffic. Merri-bek and Darebin require at least 3 metres of road left clear.
- Access kept clear. Darebin’s guidelines say bins can’t obstruct footpaths, service access or residents’ access.
- Neighbours’ consent in some spots. Merri-bek needs the written consent of every resident whose access is restricted if the bin goes in a cul-de-sac.
When you book, tell us about anything unusual: a narrow street, a cul-de-sac, a bus stop or driveway nearby. We’ll check it against the council’s conditions before the bin arrives.
05Victoria’s rules on what goes in the bin
The second set of skip bin regulations is about the waste itself. Some items can’t go in a skip bin because they need special handling or are banned from landfill. Victoria banned e-waste from landfill on 1 July 2019, which is why anything with a plug, battery or power cord stays out. You can read more on the Victorian Government’s e-waste ban page.
Items that can’t go in a skip bin:
- Asbestos
- Chemicals, paint and liquids
- Gas bottles and batteries
- Electronics and e-waste
- Food waste, medical waste and sharps
Paint can go to Paintback, and household chemicals to a Detox Your Home collection. Our guide to what can’t go in a skip bin lists where everything else goes. For what you can put in, see what can go in a skip bin. Mattresses go in at no extra charge, and full bins go to licensed recycling and disposal facilities.
06Your part as the person hiring the bin
Most of the paperwork sits with the bin company, but a few things are up to you:
- Tell us where the bin needs to go when you book, so we know whether a permit is needed.
- Don’t move the bin onto the road yourself. Brimbank’s local law, for example, covers anyone who “allows” a bin to be placed on council property without a permit.
- Keep banned items out of the bin.
- Keep the load level with the top of the bin, so it can be collected safely.
- Tell us about heavy waste like soil, bricks, concrete or tiles, so we send the right bin.
07Book a skip bin with the permit sorted
Tell us your suburb and where the bin needs to sit, and we’ll tell you whether a permit is needed before you book. If it is, we lodge it for you and the cost goes on your final invoice. Everything else is in one full price that covers delivery, pickup and disposal. Get a skip bin quote, or browse our service areas.
